Barriers to Sustainable Construction Implementation in Building Construction Projects in Aceh Province

Abstract

Sustainable construction is a development approach that considers economic, social, and environmental aspects so as not to reduce the ability of future generations to fulfil their needs. In Indonesia, the implementation of sustain-able construction has been regulated in Permen PUPR No. 9 of 2021, but its implementation still faces various obstacles, especially in building construc-tion projects in Aceh Province. This study aims to analyse the factors barriers the implementation of sustainable construction in building construction pro-jects in Aceh Province. The building construction projects reviewed are those that have been built by contractor companies in Aceh Province through the Aceh Revenue Budget (APBA) funding source for 2021-2024. The sustaina-ble construction reviewed in this study is limited to the construction stage. This research uses quantitative methods through questionnaire data as many as 145 respondents. Data analysis used Principle Component Analysis (PCA). The results showed that there are 7 factors that hinder the implemen-tation of sustainable construction, namely financial constraints, policies and regulations, performance concerns and return on investment, availability of special materials, market and stakeholder collaboration, certification and in-formation transparency, and culture and organisational support with a total variance of 64.516%. Practically, local government agencies, contractors, and project funders in Aceh should adopt a coordinated action plan that combines targeted financial incentives, alignment and simplification of regu-lations with Permen PUPR No. 9/2021, supplier development for special ma-terials, capacity-building for project teams, streamlined certification and transparency measures, and formal stakeholder collaboration mechanisms to directly address the seven identified barriers and accelerate sustainable con-struction during the construction stage.
