Abstract

The pandemic drastically changed workplace safety strategies, and its effects continue to affect organizations long after the pandemic has ended. The study sheds light on how, during the pandemic, administrative controls (ADMC), engineering controls (ENGC), preparation and response plans (PRPC), and personal protective equipment controls (PPEC) have affected workplace safety culture. The study used data from 127 participants in the DOSH-run National Occupational Safety and Health Program in Malaysia. The study found that the establishment of a safety culture was significantly facilitated by the application of administrative controls in combination with post-pandemic plans that were anticipated and addressed. Despite the importance of PPE and engineering controls during the pandemic, there were no major long-lasting effects of PPE and engineering controls on workplace safety procedures. This research reveals that a lasting workplace safety culture can only be built when there is an adequate administrative setting combined with emerging strategic plans. It brings essential knowledge for organizations that wish to set up proactive safety protocols within their operations.
