- Abstract
With the intensification of the aging of the Chinese population and the continuous decline in fertility rates, the state has successively introduced a series of fertility incentive policies to deal with the problem of demographic imbalance. However, despite the increasing policy efforts, the willingness of childbearing age groups has not increased significantly, and there is a big gap between the policy effect and expectations. This paper aims to explore the influence mechanism of fertility incentive policies on the fertility intention of childbearing age groups and analyze the key problems in the implementation of policies. This study adopts a combination of quantitative and qualitative methods, and empirically studies the influencing factors of fertility intention by collecting data, multiple regression analysis and structural equation models. At the same time, this paper analyzes from multiple dimensions such as policy cognition, economic support, social supporting services and cultural concepts, focusing on the differentiated impact of different policy tools on fertility intention. The study found that economic incentives had a limited effect on short-term fertility intention, while long-term social support and cultural guidance had a more significant impact on fertility intention. In addition, the accuracy of policy implementation and the perfection of supporting services are key factors affecting the effect of the policy. Based on the above research, this paper puts forward suggestions for optimizing fertility incentive policies, including strengthening policy publicity, improving the economic support system, improving social service levels, and promoting the transformation of fertility culture.
