- Abstract
Dual-carbon goals and new power system construction drive the upgrading of power industry, and key technologies have been included in national research layouts[1]. Power central SOEs undertake the mission of cultivating strategic scientists, whose complete cultivation cycle lasts 15-25Â years[2]. Existing studies mainly focus on other industries and adopt qualitative analysis[3]. This paper clarifies the core research problem, optimizes evaluation indicators and comparable research samples, and supplements complete empirical calculation processes. It analyzes cultivation status and bottlenecks, and puts forward solutions to fill the research gap.
