Abstract

Information technology (IT) governance is essential for ensuring the accountability and efficiency of public digital systems, yet the IBOSS platform of BP Batam still faces governance inconsistencies that hinder optimal service performance. This study evaluates the governance capability of IBOSS using the COBIT 2019 framework, which offers a more structured and quantifiable assessment model compared to another framework. Employing a mixed-method approach through the Design Factor mapping and capability assessment, the research identifies MEA03 as the key domain with a capability level of 2 (73%), indicating that governance processes are functional but not yet mature. The Resource, Risk, and Value (RRV) analysis prioritized seven recommendations, with periodic audit mechanisms (AK6) and compliance verification from third-party IT providers (AK7) emerging as the top priorities. The novelty of this research lies in applying COBIT 2019 to a public-sector logistics governance system, a context rarely explored in existing literature. The findings provide managerial insights for BP Batam to institutionalize compliance-based monitoring and develop a data-driven roadmap to strengthen governance maturity and improve the sustainability of IBOSS as a digital public service model for goods traffic management in Batam City.
