Tsunami Hazard Vulnerability Map of Padang Subdistricts: Government Priority and Shelter Needs

Abstract

Padang City, located on the western coast of Sumatra, is a tsunami-prone area with varying levels of vulnerability across its subdistricts. This study aims to develop a decision support system using the Additive Ratio Assessment (ARAS) method to map tsunami risk levels and shelter needs at the subdistrict level. The risk assessment is based on several key criteria, including distance from the coastline, minimum elevation, population size, and a shelter score derived from the number of shelters, their distribution per subdistrict, and the height of the buildings. Each criterion is weighted according to its relevance to tsunami vulnerability. Data analysis reveals that Padang Barat, Padang Selatan, Bungus Teluk Kabung, and Koto Tangah subdistricts have the lowest shelter scores (each below 2.0), classifying them as critical priority zones for the addition of evacuation shelters. In contrast, Lubuk Kilangan and Pauh achieved the highest shelter scores (above 4.0), indicating better preparedness for potential tsunamis. The system produces a digital tsunami vulnerability map, highlighting spatial priorities based on the combined scores of each criterion. This enables local governments to formulate mitigation strategies and allocate resources more effectively. Future implementation can incorporate additional risk factors to improve mapping accuracy and support decision-making in other disaster-prone regions.
