Abstract

The distribution of Smart Indonesia Card (KIP) Scholarship assistance for College currently still faces a number of challenges, especially regarding the efficiency of the selection and plenary processes, as well as a lack of transparency which has an impact on program accountability. The limitations of manual systems in managing prospective recipient data cause potential delays in distribution and unequal access to information. Therefore, developing a digital-based system is an urgent need to support more efficient, fair and transparent scholarship governance. This research aims to design and develop an information technology-based KIP student selection and plenary system that is able to speed up the selection process, simplify the plenary stages, and provide a digital audit trail to ensure transparency. The research methods used include a software engineering approach with stages of needs analysis, system design, implementation, and limited trials within partner higher education institutions at the Manado State Polytechnic (Polimdo). With the implementation of this system, it is hoped that the KIP aid distribution process will become more accountable, standardized, and able to reach truly eligible recipients objectively and on time.
