From Kecamatan to Kapanewon: Analyzing Citizen Reactions to Institutional Naming Change in Yogyakarta

Abstract

The study investigates citizens’ reactions to changes in institutional naming in the Yogyakarta, Indonesia’s government system, where terms such as “kemantren” and “kapanewon” have replaced the traditional designations “kecamatan” and “kelurahan.” Using a socio-onomastic theoretical framework and the Listen-to-Talk Engagement method, this study analyzed qualitative data collected through interviews with community members and policymakers involved in nomenclature change. These findings reveal a complex landscape of public adaptation, with some individuals struggling to adopt new terminology and preferring to use old names, while others accept change as a form of service to their king. This study highlights the challenges of implementing administrative reforms in culturally diverse regions and emphasizes the importance of considering societal attitudes and traditions when planning and implementing such changes. The insights gained from this study have significant implications for future policy decisions and communication strategies, highlighting the need for a more holistic approach that addresses the emotional and cultural aspects of nomenclature change. This study contributes to the development of best practices for implementing administrative reforms in diverse societies and underscores the delicate balance between bureaucratic modernization and cultural preservation.
