Abstract

Indonesia has replaced four democratic systems adapted to the prevailing societal conditions, known as contemporary democracy. The main problems in contemporary democracy are the erosion of public trust, increasingly sharp political polarization, the threat of disinformation and information manipulation, economic inequality and its solutions, as well as threats to human rights and civil liberties. During the reform era, the people were free to directly elect the president and their representatives in the DPR/DPRD (House of Representatives/Regional House of Representatives), but in the course of events, many members of the DPR committed acts that hurt the people amid economic difficulties. The August 2025 demonstration, which resulted in the death of online motorcycle taxi driver Affan Kurniawan, who was hit by a Brimob Metro Jaya Police vehicle, became the peak of public disappointment with members of the House. This event could be a momentum to reformulate reform-era democracy into contemporary democracy by changing regulations related to the electoral system and political parties. The goal is to elect council members who are more qualified, have integrity, are sensitive to the needs of the people, and are able to carry out their duties properly and effectively. This study employs a qualitative approach and descriptive method, which will be analyzed in light of Roscoe Pound’s theory of social interest, utilizing the concept of law as a tool for social engineering. Democracy in Indonesia is a democracy that continues to develop, thus requiring contemporary regulations.
