- Abstract
This study is based on the multi-regional input-output model (MRIO) with environmental expansion, utilizing the CEADs database to calculate carbon flows in 49 core countries along the Belt and Road. It reveals the environmental effects of China’s investments in these countries from the perspective of implicit carbon flows and carbon emission responsibilities. The findings indicate that regional carbon flows exhibit a “core-periphery” structure, where China, as the core net producer, bears significant carbon transfer responsibilities, while developed consumer countries like Germany outsource substantial carbon footprints. The carbon roles of each country are closely related to their industrial development models, posing differentiated carbon lock-in risks. The study calls for establishing a shared responsibility mechanism based on the linkage between consumption and investment sides to promote green and low-carbon coordinated development along the Belt and Road.
