- Abstract
Currently, modernization of grassroots governance and rural talent revitalization often face the dilemma of being disconnected in practice. This study introduces the perspective of “system coupling,” defining the two as interwoven and symbiotic subsystems, and constructs an analytical framework encompassing “environment-interface-circulation.” The research identifies three key “coupling interfaces”—grassroots Party organizations, new collective economies, and digital tools—which drive the effective alignment and mutual transformation of governance needs and talent supply through political integration, interest linkage, and technological connectivity mechanisms. The findings indicate that the core to resolving the coordination dilemma lies in shifting from “resource input” to “interface construction,” systematically optimizing the environment, reshaping interfaces, and facilitating circulation, thereby promoting deep interweaving and collaborative development of the two systems.
