Abstract

With the rapid penetration of the ride-hailing aggregation model in the transportation market, its unique platform architecture poses significant challenges to the traditional regulatory framework. This paper examines an administrative penalty case involving a ride-hailing aggregation platform in Chengdu. Using a case study methodology, it provides an in-depth analysis of the legal reasoning and enforcement procedures applied, systematically addressing the dilemmas encountered in regulating aggregation platforms. The research reveals that the core regulatory challenges stem from a lag in top-level institutional design relative to the evolution of new business models. A critical adaptability gap exists between the current carrier-centric regulatory system and the light-asset, multi-layered operational characteristics of aggregation platforms. Specific issues include ambiguous legal status leading to reliance on analogous laws for enforcement, unclear accountability chains creating regulatory vacuums, insufficient technical capacity to address digital violations, and the absence of a collaborative governance mechanism that undermines enforcement synergy. Consequently, this paper proposes a systematic governance framework encompassing four dimensions: clarifying the legal status, strengthening the rights protection system, innovating technical supervision models, and establishing a collaborative governance mechanism. The aim is to provide theoretical support and practical guidance for the standardized development of ride-hailing aggregation platforms.
