- Abstract
As a relatively covert form of cybercrime, dark web crime is spreading and proliferating in China. Traditional forms of crime have gradually shifted from offline activities to the surface web and further to the dark web, giving rise to a wide range of illegal activities based on the dark web, including terrorism, drug trafficking, arms trading, child pornography, forged documents, hacking services, and the sale of personal information. This paper analyzes dark web crime and its impact on national political security, social security, economic security, and information security. It further explores the difficulties and challenges in the governance of dark web crime. Drawing on domestic and international experiences in dark web crime governance, and from the perspective of a holistic approach to national security, this paper proposes a diversified governance approach to combat dark web crime.
