Abstract

This research explores the application of dynamic policies to enhance the blue economy in underdeveloped coastal villages, with a particular focus on Rupat Utara. The blue economy emphasizes the sustainable use of ocean resources to promote economic growth, improve livelihoods, and create job opportunities. Data were collected using a descriptive qualitative approach, including in-depth interviews, observations, and documentation studies. The findings of this study reveal that while dynamic policies have the potential to enhance the Blue Economy in North Rupat, their success is highly dependent on addressing key issues related to community engagement, stakeholder collaboration, and institutional support. However, challenges such as limited community participation and resource constraints were also identified. An analysis of resilience indices (social, economic, and environmental) across the villages shows significant variation. While social resilience is consistently high, economic and environmental resilience differ. The study recommends increased community engagement, improved resource allocation, and continuous feedback mechanisms to optimise blue economy policies. Strengthening economic resilience in vulnerable areas and improving environmental management in lower-performing regions are critical for achieving sustainable development in these coastal communities.
