Abstract

Innovation in the context of regional governance is a determinant factor to increase the effectiveness and responsiveness of public services, especially in facing the challenges of the Volatility, Uncertainty, Complexity, and Ambiguity (VUCA) era. This study explores the strategy for developing a culture of innovation in Rembang Regency. Despite having a competitive innovation index, Rembang Regency still faces structural and cultural obstacles in its implementation. With a qualitative approach, this study examines the dynamics of innovation culture through in-depth interviews, observations, and analysis of policy documents. The findings show that the main obstacles in strengthening the culture of innovation include a bureaucracy that is still hierarchical and rigid, limited transformative leadership, minimal space for experimentation and collaboration, and incentives that are not fully innovation-based. To overcome these challenges, this study recommends several strategies, including strengthening innovation-oriented leadership, restructuring the organization to be more adaptive, developing the capacity of the apparatus based on innovative competencies, optimizing digital technology, and synergy between the public, private, and academic sectors in the regional innovation ecosystem. Through the implementation of a comprehensive strategy, it is hoped that a more dynamic, participatory, and solution-based public administration paradigm will be realized in supporting the transformation of regional governance.
