Abstract

Evaluating the landscape of digital literacy in Indonesian higher education, this study analyzes 42 publications issued between 2019 and 2025. We executed a dual-method approach. By integrating bibliometric analysis with a systematic review anchored to PRISMA 2020 protocols, the screening process maintained high rigorousness, inter-rater reliability κ = 0.78. Initial queries across Scopus, ERIC, Sinta, and Google Scholar captured 585 raw records. The synthesized corpus exposes five distinct mechanisms of digital literacy integration. It simultaneously identifies six critical operational hurdles. Infrastructural voids and substandard faculty competencies represent the most severe bottlenecks. Dismantling these structural barriers remains a prerequisite for advancing digital educational frameworks across the national university system. The findings also reach beyond pedagogy into economics. Digital literacy gaps in Indonesian higher education constrain human capital formation and reduce graduate employability, limiting the country’s capacity to compete in the knowledge economy. Institutional managers, policymakers, and business stakeholders should treat digital literacy as a strategic workforce investment, with measurable returns on productivity and economic competitiveness.
