Abstract

This research aims to analyze and propose a reformulation of regulations on private donation sources based on financial technology (fintech) in political party financing in Indonesia in order to enhance transparency and accountability. This study compares regulations between Indonesia, Germany, and the United Kingdom to understand best practices that can be adapted in Indonesia. The research method used is normative legal research with a library research or systematic literature review approach, utilizing regulatory, comparative, and conceptual approaches. Data analysis techniques are conducted descriptively and prescriptively to provide an overview of the current condition and formulate policy recommendations. The research findings show that Indonesia still faces various challenges in creating a transparent political party financing system. While regulations exist, implementation and oversight remain weak. The use of fintech, particularly blockchain technology, offers a potential solution to enhance transparency by providing immutable and easily auditable transaction records. Comparative studies indicate that Germany and the United Kingdom have successfully integrated technology into their regulations, which can serve as a model for Indonesia. The research findings encompass several key recommendations: firstly, clear provisions are needed regarding the recording and reporting of digital donations; secondly, oversight mechanisms need to be strengthened with the establishment of an independent supervisory body; thirdly, public access to political party financial information should be improved; and fourthly, regulations should be flexible enough to accommodate technological advancements. With appropriate regulatory reformulation and effective implementation of fintech, Indonesia can enhance transparency and accountability in political party financing and strengthen public trust in political parties.
