Abstract

In an effort to improve development at the sub-district level, the first person who plays a big role and has a big contribution is the sub-district head and the Gampong government itself. However, the sub-district head has not played a full role in increasing development in Geumpang District due to various inhibiting factors.The aim of the research was to determine the role of the sub-district head as administrator in the context of increasing development in Geumpang District and the obstacles encountered in increasing community participation in development programs. This research uses descriptive methods. To obtain data, apart from conducting field research, we also use library research. All data obtained was processed and analyzed using qualitative methods. From the research results, it was found that the sub-district head as administrator has not fully played a role in increasing development in Geumpang District. Obstacles encountered include the sub-district head not using informal channels in conveying information to the community, the community not being asked for their opinion in planning and implementing development and the level of community awareness in development is still low. It is recommended that the sub-district head improve the techniques and forms of communication used, listen more to the inspiration and aspirations that develop in the community, and provide detailed counseling to the community about the importance of development so that the development carried out receives full support and participation from the community.
