Evaluating the Role of ISO 9001 Implementation in Enhancing Public Construction Project Outcomes

Abstract

Quality issues remain one of the key challenges in Indonesia’s construction industry. Although ISO 9001:2015 has been widely adopted as a quali-ty management standard, limited research has quantitatively assessed its direct impact on construction quality performance, particularly in government-funded infrastructure projects. This study aims to analyze the influence of ISO 9001:2015 implementation on construction quality outcomes, using the Rehabilitation of Irrigation Networks (RIMP LOS-04) project as a case study. The novel-ty of this research lies in its combined methodological approach: the Analytic Hierarchy Process (AHP) was employed to determine the priority weights of quality performance factors, while multiple linear regression analysis was used to develop a predictive model based on relevant ISO clauses. Data was collected through questionnaires administered to 20 qualified respondents. The AHP results indicate that Product Quality was the most dominant factor, followed by Process Quality and Safety. Regression analysis reveals that five out of seven ISO 9001:2015 variables have a statistically significant impact on construction quality. This study recommends the use of the proposed regression model as a practical tool for evaluating project quality in relation to ISO 9001:2015 implementation. Further research is suggested using alternative methodologies to enhance model robustness and generalizability.
