Abstract

This study analyzes the implementation and challenges of fulfilling children’s rights in Bontang City based on Regional Regulation No. 8 of 2017 concerning Child-Friendly Cities (KLA). With a juridical-socio-legal approach and qualitative analysis, the results of the study showed administrative progress such as high ownership of birth certificates (99.23%), KIA (78.6%), and stunting reduction (17%). However, there is still an increase in cases of child violence and prostitution due to weak cross-sector coordination, lack of policy evaluation, and neglect of environmental aspects. The theoretical analysis of Edward III, Grindle, and Lipsky shows obstacles to communication and resources, while according to Satjipto Rahardjo and UNCRC (1989), local law should ensure the best interests of children. Regulatory revisions are needed to strengthen multi-sector collaboration, special protection, child participation, and the integration of corporate social responsibility so that Bontang truly becomes a child-friendly and equitable city.
