Abstract

This study aims to explore and explain whether the existing policies under the umbrella of energy transition, stated in the Indonesia energy regulation, led to its stated goals and how they are so. The study is conducted through the lens of the New Institutionalism Theory operationalized through legal-normative, thematic descriptive, and policy-instrumentation approaches. The study finds that there is large room for improvement in many aspects to achieve the stated goals. Of the utmost importance is clearer consensus on certain key concepts and parameters among the stakeholders at the national and sub-national levels. This study is carried out by tracing how the general plan in RUEN is operationalized into policies at the national and sub-national levels and examining how the constructed governance assigns certain roles and functions to the parties involved and evaluating whether the disposition operates effectively. The evaluation is based on three general criteria of (i) adequacy of rules and parameters, (ii) coherence and consistency among rules and parameters, and (iii) coherence and consistency among policies at the national and sub-national levels.
