Abstract

This study systematically explores the formulation and management of Safety Operating Procedures (SOPs) for hazardous chemical enterprises, addressing critical risks in the chemical industry. By analyzing recent accident cases, it highlights that inadequate SOP development or enforcement remains a primary cause of incidents, underscoring the necessity of scientific SOP design and dynamic management to enhance inherent safety. SOP formulation should adhere to legal regulations, technical specifications, risk assessments, and historical accident data, incorporating seven core elements such as scope of application, operational safety requirements, hazard identification, and emergency response protocols. Management strategies emphasize establishing a “three-tier responsibility system,” integrating rigorous training, performance-linked assessments, and real-time monitoring technologies to detect violations. A dynamic update mechanism ensures SOPs evolve with regulatory changes, process modifications, and post-incident reviews, supported by standardized version control and traceability protocols. This research provides theoretical and practical guidance for establishing a closed-loop SOP management framework, aiming to mitigate accidents and promote sustainable development in hazardous chemical industries.
