Abstract

Using AI and Big Data in civic participation can transform policy-making by offering data-driven insights and predicting citizen behavior. To achieve a transparent policy, this study studied the opportunities offered by AI-driven decision-making models, machine learning and generative AI tools that can accelerate the democratic process and promote consensus-driven decision-making. Based on a review of 20 sources specifically, the paper compiles conceptual approaches, case studies, policy reports and empirical research that exemplify the theory behind this potential path and more importantly detail the success in achieving the goals of streamlining public decision-making, increasing the participation rates of various stakeholders and increasing the quality of governance. Ethical implications, fairness in ML and challenges like algorithmic bias, privacy concerns or digital surveillance are also analyzed. This study seeks to deliver a fuller picture of AI-enhanced participatory democracy along with understanding the caveats with which it can be deployed effectively and ethically. This discovery reaffirms the notion that AI and Big data can act as a catalyst to support democratic processes, ensure inclusiveness, which, when used ethically and with strategic intent, are beneficial tools for a well-functioning democracy.
