Abstract

The growing power of quantum computing holds the potential to revolutionize secure cross-border ecosystem involvement, promote smooth data transfer and massive global cooperation. Despite a wealth of research on theoretical advancements and regional quantum initiatives, there are still considerable gaps in the practical deployment, regulatory standardization, and economic viability of such technologies. We present here an intelligent quantum computing framework capable of addressing these issues by constructing seamless end-to-end quantum range data exchange, hybrid post quantum cryptography models and lightweight quantum-enhanced architectures to promote scalable, secure quantum computing and cost-effective portals for international collaborative research initiatives. Our model overcomes hardware constraints, interoperability challenges, and governance issues with a comprehensive policy-driven approach, ensuring compliance with key elements of global security standards and cross-border regulatory frameworks that conventional approaches lack. Moreover, we introduce a proposed model for ethical AI-enabled governance that ensures data privacy, sovereignty, and equal accessibility to quantum-accelerated infrastructures. This research paper proposes a choreographed solution for managing hyper-connected global ecologies in the era of quantum computing through intelligent automation, decentralized consensus, and adaptive security. The suggested framework represents a dereferenced transition route for governments, enterprises and research organizations to pivot toward quantum secured digital infrastructure without sacrificing scalability, security or economic viability.
