- Abstract
The rapid advancement of blockchain technology presents new opportunities for equitable civic engagement and transparent digital policy implementation in smart cities. However, existing research lacks empirical case studies, real-world implementation frameworks, and comprehensive integration with emerging technologies such as artificial intelligence (AI) and the Internet of Things (IoT). This paper proposes a Decentralized Blockchain Integrated Ecosystem (DBIE) that leverages smart contracts, decentralized autonomous organizations (DAOs), and AI-powered decision-making to enhance participatory governance, policy transparency, and urban service optimization. The study introduces a scalable and energy-efficient blockchain model designed to overcome trust barriers, promote public participation, and ensure real-time policy adjustments based on community feedback. A comparative analysis of global smart cities is conducted to assess blockchain’s role in digital governance, with a focus on legal frameworks, public trust, and scalability. The findings highlight that blockchain, when integrated with AI and IoT, can revolutionize civic engagement, mitigate corruption, and foster sustainable urban development. The research further provides a step-by-step implementation roadmap for policymakers, addressing regulatory challenges and social adoption factors. This study contributes to the existing literature by presenting a comprehensive, technology-driven framework for future blockchain-integrated smart cities.
