Abstract

This paper explores the complex dynamics of spatial planning implementation in Indonesia, focusing on the political, social, and institutional challenges that influence urban development. Using the case of Medan as an illustrative example, the study identifies how governance fragmentation, overlapping regulations, and leadership transitions have contributed to inconsistencies in urban spatial realization. Drawing upon national policies, such as the Spatial Planning Law and the Omnibus Law on Job Creation, the paper highlights the interaction between central and local authorities in shaping urban form. The research adopts a qualitative descriptive-analytic approach, emphasizing that spatial planning is not only a technical exercise but also a political process shaped by competing interests. The findings underscore the need for coherent governance, stronger legal enforcement, and participatory mechanisms to ensure sustainable and equitable urban growth across Indonesia.
