Abstract

This paper aims to test whether the facilities for accessibility of public services for consumers with disabilities on Transjakarta public transportation in the East Jakarta City area are by the DKI Jakarta Regional Regulations and the Law on Persons with Disabilities. The non-availability of adequate facilities at many Transjakarta stops and terminals by business actors, in this case, PT Transportation Jakarta, for consumers with disabilities is a violation of consumer rights, in which consumers should have the right to receive safe and comfortable services by Law Number 8 of 1999 concerning Consumer Protection. PT Transportation Jakarta, which operates Transjakarta, must pay attention to providing accessibility facilities for people with disabilities because there are regulations from Law Number 25 of 2009, Minister of Transportation Regulation Number 98 of 2017, and PUPR Ministerial Regulation Number 14 of 2017 which require the development of accessibility for people with disabilities as consumers so that consumer rights are fulfilled. Namely, the right to comfort, security, and safety. Apart from that, the functionality that has been made by Transjakarta in the form of Transcares services can be further improved so that it is easier for consumers to use Transcares services. To the Regional Government for providing adequate accommodation for persons with disabilities, namely in accessibility to and from public vehicles, priority seats, guide tiles, instructions and information in audio and visual form, priority in queues, smooth ticket purchasing places, and guide officers.
