- Abstract
Art 28C paragraph (1) of the 1945 Constitution of the Republic of Indonesia ‘every person has the right to develop himself by fulfilling his basic needs, has the right to receive education and benefit from science and technology, art and culture, in order to improve the quality of his life and for the welfare of the people’ in Indonesia, Aceh is one of the provinces given special rights by law no. 11 of 2006 concerning the Government of Aceh, based on facts and data, the Government of Aceh has not been able to raise the quality of Aceh’s education, regulations and educational policy direction are not progressive, and has not paid attention to district areas which still lack physical and non-physical infrastructure, with a budget of 30 percent of the APBA, Aceh’s education is far behind other provinces in Indonesia. The people’s right to receive education aims to humanize humans, which sees humans as a whole in their existence. The importance of education makes it not only a citizen’s right, but also a state obligation.
