Abstract

Frequent shifts in political leadership in Indonesia often trigger conflicts through sudden policy changes that demand extensive social and financial resources. This phenomenon has generated policy fatigue, a condition in which society becomes weary of inconsistent policymaking, particularly when the government adopts “viral-based policies” that emerge reactively in response to public criticism. The purpose of this study is to examine how grassroots communities address fatigue through innovative practices that strengthen social resilience. Academically, this research contributes to the discourse on governance and civil society by highlighting how bottom-up agencies reconfigure state-society relations, while it provides practical insights into adaptive strategies that sustain community resilience in volatile policy environments. Methodologically, the study employs a qualitative approach using media content analysis of three top-ranked Indonesian media outlets (Kompas, Republika, and Okezone) as identified by Scimago Media rankings. The findings reveal three notable grassroots innovations: the “17 + 8”, “Gerakan Pati,” and “Peringatan Darurat Indonesia Gelap.” These initiatives demonstrate collective strategies for mobilizing resources, reclaiming political narratives, and addressing governance gaps created by unstable policymaking. The study concludes that grassroots innovations function not only as adaptive mechanisms but also as transformative efforts to renegotiate power dynamics between the state and society. The research fills a gap in the literature by connecting policy fatigue with social resilience and grassroots innovation, underscoring their interdependent dynamics. Practically, the findings imply that recognizing and supporting such bottom-up initiatives can enhance democratic resilience and inform more sustainable policymaking in Indonesia.
