Abstract

Kayangan Ferry Port is one of the ferry ports located in West Nusa Tenggara Province. This ferry port has the activity of directly filling fuel into ships which is distributed through the pipes that have been provided. This creates a high potential for environmental pollution in the Kayangan ferry port area, therefore the Ministry of Transportation has issued Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 39 of 2021 for readiness to overcome pollution in waters and ferry ports. Based on research that has been conducted at the Port, it was found that pollution occurred when filling fuel into ships but there was no readiness to overcome pollution such as tools and materials for overcoming environmental pollution, tier-1 pollution control procedures, Port personnel competency. The purpose of writing this mandatory working paper is to determine the suitability of conditions at the Port with applicable regulations. The method used in the analysis is gap analysis where researchers compare conditions in the field with the expected conditions in accordance with applicable regulations. Based on the results of the analysis carried out. It can be concluded that the conditions at the Kayangan Ferry Port are still not in accordance with the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 39 of 2021, so it is necessary to procure tools and materials for pollution control, create tier-1 pollution control procedures and improve the competence of port personnel.
