- Abstract
The commercialization of controlled nuclear fusion is accelerating. Large, complex, high-precision international fusion projects challenge contractors’ risk management. This study focuses on their bidding quotation risks, builds a “workload-price” risk conduction framework, and identifies 3 core risks using an ITER contractor’s closed-loop records. It proposes: “owner collaboration-digital empowerment-multi-role staffing” for management workload; “WBS decomposition-process simulation-Monte Carlo verification” for engineering workload; “localized compliance-dual-sourcing-flexible clauses” for price. Application shows improved efficiency, lower risk exposure, offering a systematic solution for global fusion project bidding competition.
