Abstract

In the age of algorithmic communication, the stories that gain visibility in digital spaces are often determined by opaque recommendation systems, privileging engagement over equity. This paper then scrutinizes how Artificial Intelligence (AI) can be reoriented toward narrative justice, specifically by deliberately amplifying marginalized voices within Indonesia’s digital public sphere. Drawing from Indonesian case studies involving rural communities, gender minorities, and indigenous groups, this study critically examines the ethical dimensions of algorithmic inclusion and exclusion. It proposes a forward-looking framework for “inclusion-by-design” in AI systems used by media platforms, government portals, and civic tech initiatives. Through a multidisciplinary approach combining digital communication theory, AI ethics, and participatory design, this inquiry argues that inclusive algorithmic infrastructures are not only technologically feasible but also ethically imperative. By situating Indonesia’s digital development within the broader Global South context, the study contributes to regional and global conversations on building equitable digital futures.
