- Abstract
Given that the number of ageing populations in Malaysia is keep rising, Malaysia must prepare for increased demands on healthcare and social services. Failing to adapt will give tension to public resources and jeopardize the life quality of the senior citizens. Although Malaysia has developed 379 old-age care centres nationwide under the umbrella of the JKM, these centres are all facing with almost the same challenges, namely funding constraints, shortage of staffs, limited capacity and quality of care. All these challenges are interrelated and directly connected to the funding issue. Thus, since Japan is the super-aged country that has long-term experience in successfully handling these challenges, this paper aims to explore the best practices from Japan on how they finance their old-age care centres. Besides, this paper also aims to examine the possibility of using endowment funds to finance the old-age care centres in ensuring financial sustainability in the long-run. By using a qualitative method, the results of the findings are beneficial for Malaysia’s government and Islamic authorities in every state to look in depth on the ways to overcome the financial issues by using waqf or endowment funds.
