From Data to Decision: An Integrated Risk Communication–Response Framework for Multi-Hazard Management in Assam

Abstract

India’s multi-hazard risk environment demands communication systems that can translate complex data into timely, culturally relevant action. This study examines Assam’s disaster risk communication landscape through three digital tools ICR-ER, Flood Hazard Zonation Atlas, and the Raahat application and proposes the Integrated Risk Communication Response (IRCR) Framework. Drawing on Situational Crisis Communication Theory, Cybernetic Theory, and Cultural Theory of Risk, the framework positions these platforms as interconnected nodes in a multi-layered decision-support and outreach ecosystem. Using qualitative case-based analysis, the study maps each tool to disaster management phases, evaluates operational strengths and limitations, and identifies systemic gaps in interoperability, feedback mechanisms, and last-mile cultural adaptation. Findings show that while real-time satellite monitoring and GIS mapping improve preparedness, adoption barriers and weak public engagement reduce effectiveness. The IRCR Framework integrates hazard mapping, early warning, and localized communication with participatory feedback loops, offering a scalable model for other multi-hazard environments in India. Policy recommendations include enhancing platform interoperability, embedding cultural media formats into digital alerts, and institutionalizing community-led feedback systems.
