Abstract

Achieving cooperation and connection between smallholder farmers and modern agriculture is a significant theoretical and policy issue that has garnered considerable attention in China’s agricultural modernization process. China’s household contract responsibility system has turned millions of smallholder farmers into independent production and management entities, effectively stimulating their enthusiasm for production. However, in recent years, under the framework of household contract farming, the inadequacy of farmers’ capabilities as the main actors in agricultural investment and technology adoption has become increasingly apparent, hindering the progress of agricultural modernization. Through field research in the Yangling Demonstration Zone, Yanliang District of Xi’an, and Changwu County in Shaanxi Province, this study identifies challenges in implementing land transfer reforms. By collecting and analyzing survey data on agricultural production outsourcing, descriptive and logistic regression analyses reveal that scaling up production outsourcing among farmers is key to advancing agricultural modernization, and achieving such scale requires policy-driven incentive mechanisms.
