Abstract

One of the key initiatives implemented by the Indonesian government is the development of Special Economic Zones (SEZs). The Garongkong SEZ, initiated by the Barru Regency and South Sulawesi Provincial Governments, is a strategy to promote national economic development in the region, with the intended positive impact on the regional economy and community in South Sulawesi. This study aims to analyze the role of the local government in developing the Garongkong Special Economic Zone in Barru Regency, as well as the factors that support and inhibit its development. The research was conducted in Barru Regency, South Sulawesi, using a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation, with informants selected using purposive sampling techniques. The results show that the Barru Regency Government, in its roles as an entrepreneur, coordinator, facilitator, and stimulator, has not focused its program and policy implementation on development in accordance with Barru Regency Regulation Number 1 of 2015. This is evident from the overlapping roles of related agencies, which has resulted in slow land acquisition processes and minimal investment in the Garongkong SEZ. Consequently, efforts to realize local economic progress are unlikely to achieve the expected outcomes.
