Abstract

The large-scale development of the Capital City of Nusantara (IKN) creates significant socio-ecological pressures, making the resilience of its buffer zones, such as the coastal communities of Balikpapan Bay, a crucial domain of research. Coastal communities face a structural paradox in which accelerated national development occurs alongside a decline in the quality of basic infrastructure, particularly clean water, sanitation, and health services, which increases their socio-ecological vulnerability. This study aims to analyze the adaptive capacity of coastal communities in managing these infrastructure limitations and to formulate a resilience enhancement model based on the Social Ecological Resilience Framework (SERF). A descriptive qualitative approach was used, utilizing the Social Ecological Resilience Framework (SERF) to interpretively analyze institutional documents and secondary data on infrastructure access and community vulnerability. The findings show that high environmental exposure and socio-economic sensitivity, coupled with low adaptive capacity, force communities to engage in “patchwork” adaptations by developing rainwater harvesting systems, informal sanitation independently, and utilizing mobile health programs that are reactive and insufficient to address structural gaps.
