Abstract

This study examines the communication strategies employed by Tim Dozer volunteers in supporting the electoral victory of Andi Sudirman Sulaiman and Fatmawati Rusdi in Makassar, with a particular focus on how climate change issues were used as persuasive instruments. Using an interpretive qualitative case study approach, data were collected through in-depth interviews, field observations, analyses of WhatsApp messages and voice notes, and a review of campaign materials. The analysis integrates issue framing, relational/field organizing, and critical discourse analysis to trace the mechanisms through which message exposure was converted into electoral support. The findings reveal that localizing climate issues such as frequent alleyway flooding, extreme heat, and rising household costs provided an effective entry point for volunteers to foster personal connections, explain policy benefits, and deliver ethical appeals for voter support. The identified conversion mechanism unfolded through stages of awareness, concern, personal relevance, and commitment, reinforced by repeated face-to-face interactions and low-cost digital conversations. Nonetheless, political patronage, misinformation, and limited reach among skeptical voter segments constrained the overall effectiveness of the strategy. Practically, the research underscores the potential of locally grounded, issue-based campaigning in which volunteers act as narrative agents, translating abstract climate concerns into everyday language. Theoretically, the study contributes by integrating issue framing, relational organizing practices, and intermediary indicators of electoral success.
