Abstract

Service public digital based to become demands important in realizing governance effective, transparent and responsive governance to need society. One of the form digital transformation in Indonesia is implementation system Online Single Submission (OSS) that works as instrument integration licensing business in a way electronic. However, the effectiveness of OSS is largely determined by the level of accessibility public as users services. Research This aim For analyze form and level accessibility public in the OSS service process at the Investment and Services Office Integrated One-Stop Service (DPMPTSP) Sorong City. Study This use approach qualitative descriptive with technique data collection through interview in-depth, observation direct and documentation. Informant of study consists of from apparatus OSS and public users services. Data analysis is performed using the interactive model of Miles, Huberman, and Saldaña (2014), through stages data reduction, data presentation, and data extraction conclusion. Research results show that accessibility public to OSS services at DPMPTSP Sorong City are still face a number of obstacles. Obstacles the covering limitations community digital literacy, infrastructure internet network that is not yet evenly, and low understanding to procedure licensing electronics. Although, the DPMPTSP has make an effort increase quality service through provision helpdesk, regular outreach, and assistance technical for perpetrator business small and medium enterprises. This effort impact positive to improvement participation public in utilize OSS services. Success OSS implementation is not only depends on readiness technology, but also on capacity source Power human and support institutional in strengthen accessibility society. A comprehensive digital empowerment strategy is needed sustainable, improvement ICT infrastructure, as well as collaboration cross sector for realize service an inclusive and equitable public in eastern Indonesia.
