Policy Implementation Analysis of Licensing Services at the Maros Public Service Mall

Abstract

Public service is one of the core functions of government, requiring quality, accountability, and transparency. The establishment of the Public Service Mall (Mall Pelayanan Publik or MPP) in Maros Regency represents a concrete manifestation of the national policy implemented under Presidential Regulation No. 89 of 2021 on the Administration of Public Service Malls. This study aims to analyze the implementation of licensing service policies at the Maros MPP by employing the policy implementation frameworks of Van Meter and Van Horn as well as Edwards III.

A qualitative research method with a case study approach was adopted. Data were collected through in-depth interviews, participatory observations, and document analysis. The findings reveal that the implementation of licensing services at Maros MPP still faces several challenges, including limited human resources, differences in understanding among agencies, and technical barriers in digital systems. Nevertheless, the presence of MPP has produced positive impacts such as the simplification of service procedures, improved public satisfaction, and better cross-sectoral integration.

Communication, implementer disposition, and local socio-political conditions are identified as key factors influencing implementation effectiveness. The study concludes that the Maros MPP represents a significant institutional innovation in public service delivery; however, further strengthening is required in coordination mechanisms, system integration, and capacity building of public officials.
