Analysis of Performance Management at the Transportation Agency Southwest Papua Province

Abstract

This study aims to analyze the implementation of performance management at the Southwest Papua Province Transportation Agency using a descriptive qualitative approach. Performance management is a crucial instrument in the government bureaucratic system, oriented towards achieving effective, efficient, and accountable work results. The Transportation Agency, as a regional agency with a strategic role in managing land, sea, and air transportation in the Southwest Papua region, faces challenges in adapting a performance-based work system amidst limitations in human resources, infrastructure, and adaptation to the digital e-performance system. This research employed qualitative methods, with data collection techniques including in-depth interviews, field observations, and documentation studies of planning documents and agency performance reports. Data analysis was conducted interactively through data reduction, data presentation, and conclusion drawing. The research results indicate that the implementation of performance management at the Southwest Papua Provincial Transportation Agency has not been optimal. The performance planning stage is still not fully based on individual performance indicators and has not been fully synergized with the organization’s strategic goals. The implementation and performance monitoring stages also face obstacles in the aspects of supervision, reporting discipline, and the limited use of the e-performance system that is not evenly distributed across all areas. Performance evaluations conducted at the end of each year emphasize administrative aspects and are not able to provide constructive feedback for improving employee performance. The main obstacles identified include weak commitment of some employees to the implementation of the performance-based system, a lack of technical training on individual performance indicators and the lack of a reward system based on work results.
