The Role of Public Services in Realising Sustainability and Welfare for Maritime Communities: A Case Study in the Southern Buton Coastal Region

Abstract

This study aims to analyse the role of public services in achieving sustainability and welfare for maritime communities in the coastal areas of South Buton Regency. The phenomenon examined stems from the challenge of providing public services that are inclusive and adaptive to the socio-economic characteristics of coastal communities that depend on marine resources. This study uses a qualitative case study design to examine public service practices across several coastal villages. Data were collected through in-depth interviews with local government officials, community leaders, and fishermen; participatory observation of service activities in the field; and analysis of documentation on regional marine policies and programmes. Data analysis was conducted using reduction, categorisation, and theme extraction techniques based on the Miles and Huberman model. The results of the study reveal three main themes: (1) public services based on local wisdom strengthen the socio-economic resilience of coastal communities, (2) cross-actor collaboration is key to service sustainability, and (3) infrastructure limitations and digitalisation are major obstacles to public service transformation. This study contributes to the understanding of the importance of contextual and participatory public service governance in maritime areas. These findings have implications for the development of regional policies based on socio-ecological sustainability and provide a basis for further research on public service innovation in coastal areas.
