Abstract

This study conducts a bibliometric scoping review of research on local development planning and climate change using Biblioshiny tools. Drawing on 676 documents indexed in Scopus from 1974 to 2025, the analysis maps the intellectual structure of the field, identifies influential authors, sources, and countries, and examines thematic evolution over time. The results reveal a steady growth of publications with a sharp increase after 2015, reflecting the influence of global policy frameworks such as the Sustainable Development Goals. Research themes have shifted from early discussions on environmental planning and sustainable development toward more specialized concerns including climate adaptation, community resilience, and governance approaches. Keyword co-occurrence and thematic mapping highlight the central role of extractive industries, sustainable development, and local governance in shaping the discourse. The study also finds that international collaboration, particularly among Asian and European scholars, plays a significant role in knowledge production, though representation from vulnerable regions in the Global South remains limited. By combining bibliometric analysis with a scoping review, this article contributes to advancing theoretical clarity and policy-relevant scholarship in the nexus of local governance, climate change, and sustainable development. The findings point to the need for more comparative, interdisciplinary, and regionally inclusive studies to strengthen the alignment of local planning with global climate adaptation and mitigation agendas.
