Abstract

Digital transformation in local government in Indonesia is increasingly seen as a strategy to accelerate public service delivery and strengthen democratic legitimacy. However, in maritime regions such as Bulukumba Regency, digitalization not only offers opportunities for efficiency but also raises questions about equal access and citizen political participation. This study aims to analyze how digital governance can contribute to the formation of a more inclusive democracy in a complex socio-geographical context. This study applies a qualitative approach with a case study strategy, combining in-depth interviews, field observations, and analysis of policy documents in Bulukumba Regency. The results show that digital transformation at the district level has increased administrative efficiency and public information transparency, but has not fully guaranteed equitable access for coastal communities and vulnerable groups. By integrating the Digital Governance and Inclusive Democracy frameworks, this study identifies a gap between system efficiency and inclusive participation. Empirically, the findings from Bulukumba illustrate a transition toward digital adaptive democracy, where technological efficiency, policy reflexivity, and the redistribution of social justice move simultaneously.
