Abstract

Makassar’s status as a metropolitan city does not automatically bring development equity to all its administrative areas, particularly the Sangkarrang Islands, which face significant delays in the provision of basic services. This study analyzes the relationship between political representation, policy governance, and development equity in the archipelagic region using a qualitative approach with a case study design. Data were collected through in-depth interviews with 35 informants, three months of participant observation, and analysis of policy documents from 2019-2024. Thematic analysis identified three main themes: marginalization of political representation, spatial discrimination in policy, and distributive injustice in public services. The findings indicate that island communities experience “double marginalization,” with a participation rate of only 32% in the Musrenbang (Regional Development Planning Forum), disparities in per capita budget allocation, and infrastructure gaps. This study reveals a mainland-oriented governance pattern that results in double standards in public services and systematic “bureaucratic neglect.” Theoretically, the study expands the concept of asymmetrical representation with a spatial dimension and introduces the concept of “temporal exclusion” in maritime governance. Recommendations include the establishment of a dedicated representation mechanism, the implementation of affirmative budgeting, and the development of service standards that accommodate the geographical characteristics of the archipelago to achieve development equity within the context of metropolitan governance.
