Reframing Political Governance for Sustainable Maritime Democracy: Global Research Perspectives on Party Finance and Local Political Accountability in Indonesia

- Abstract
The sustainability of democracy in maritime and archipelagic regions depends on the effectiveness of political governance systems that ensure transparency, accountability, and institutional integrity. In countries such as Indonesia, where geographic fragmentation intersects with political complexity, the governance of party finance plays a pivotal role in maintaining democratic resilience and sustainability. This study aims to reframe the understanding of political governance within the framework of sustainable maritime democracy by exploring global research trends on party finance, democratic accountability, and governance ethics. Employing a bibliometric design, data were retrieved from Scopus-indexed journal articles published between 2010 and 2025. All stages of data processing, including cleaning, bibliometric mapping, keyword network analysis, and thematic evolution visualization, were conducted using the R environment (Biblioshiny package). The results reveal four dominant thematic clusters: (1) transparency and corruption control, (2) sustainable governance and institutional reform, (3) local democracy and accountability, and (4) maritime and peripheral political systems. Although global discourse on governance and sustainability has expanded, the integration of maritime contexts remains limited. The interpretive synthesis situates these findings within Indonesia’s political landscape, particularly in maritime provinces such as Central Sulawesi, emphasizing the role of party finance governance as a foundation for sustainable democracy. Conceptually, the study introduces the notion of Sustainable Maritime Political Governance, asserting that democratic sustainability in archipelagic regions depends not only on ecological resilience but also on ethical, accountable, and adaptive political governance.
