Abstract

This study aims to analyze the challenges of policy and collaborative governance in the management of small-scale demersal fisheries on Barrang Caddi Island, Makassar, Indonesia. Using a qualitative approach prevalent in public administration studies, the study was conducted between February and June 2025. Data were collected through in-depth interviews, participatory observations, and analysis of policy documents, then analyzed thematically using the Miles, Huberman, and Saldaña models with source triangulation verification. The results of the study show that marine policy in Barrang Caddi still faces a policy implementation gap due to weak bureaucratic capacity, information asymmetry, and lack of deliberative community participation. The community-based co-management model is starting to develop, but it is still formalistic with the dominance of government actors. The integration of global values such as Blue Economy, Blue Justice, and SDG 14 with local practices is partially underway due to the lack of a cross-scale synchronization mechanism and formal recognition of local knowledge. Conceptually, this study emphasizes the importance of applying the New Public Governance and Adaptive Co-Management paradigm to build participatory and equitable ocean governance. In practical terms, the results of this study provide the basis for the formulation of an inclusive and contextual marine policy in Indonesia’s small island areas.
