Abstract

This study discusses how collaborative administrative practices contribute to the formation of public trust in customary-based marine management in Malaumkarta Village, Southwest Papua. Through a qualitative approach, this research was conducted in March–September 2024 by combining observations, in-depth interviews, and policy document studies. The analysis was carried out thematically to explore the relationship between customary values, local institutions, and public legitimacy in marine resource governance. The results show that successful collaboration between local governments, Moi Kelim customary law communities, and companion institutions depends on formal recognition of customary rights as well as the practice of transparency and participation in the decision-making process. The egek (sea sasi) system plays an important role in building social and moral trust, while the role of customary institutions strengthens the legitimacy of government policies through the principle of ecological responsibility. This study confirms that collaborative administration based on customary values is able to create trust-based governance and strengthen synergy between the state and society. Thus, Malaumkarta becomes an empirical model for the implementation of trust-based governance in Indonesia’s coastal customary territories.
