The Political Process in the Formulation of Youth and Sports Development Policy of the Local Government of Maros Regency

Abstract

This article aims to analyze the political process in the formulation of youth and sports development policies in Maros Regency, South Sulawesi. The background of this study is based on the importance of local government policies in shaping the direction of youth and sports development as part of efforts to improve the quality of human resources while strengthening regional competitiveness. However, the formulation of policies in this field often encounters complex political dynamics, such as conflicting interests between executive and legislative actors, youth organizations, and the influence of local interest networks. This study employs a qualitative approach with a case study design, using in-depth interviews, observations, and policy document analysis. Data were analyzed thematically by applying public policy process theories, including the policy cycle, multiple streams, advocacy coalition framework, and policy network approaches. The findings reveal that the formulation of youth and sports policies in Maros does not follow a linear process but is instead shaped by actor interactions, interest coalitions, and local socio-political conditions. Political communication, the role of the Regional House of Representatives (DPRD), and the participation of youth organizations are found to significantly influence policy content. Meanwhile, the dominance of pragmatic political interests often leads to compromises that weaken the quality of regulations. This study concludes that the political process in youth and sports policy in Maros Regency still faces serious challenges in terms of regulatory consistency, program sustainability, and the strengthening of public participation. The findings imply that local governments should prioritize collaborative, transparent, and participatory governance in formulating strategic policies in the fields of youth and sports development.
