Abstract

The global pandemic has highlighted the significance of sustainable development goals (SDGs) for all countries, including Indonesia. While smart city concepts have been implemented in several regencies/cities in Indonesia as a means of achieving SDGs, there are still limitations from the human and environmental dimensions. The lack of attention to these dimensions can potentially hinder the achievement of sustainable smart cities as a national development concept. This study purposes to shed light on the development of the smart city implementation in Malang, emphasizing the importance of collaborative action across sectors and integrating the concept with the SDGs. This study employs a qualitative approach by conducting in-depth interviews with government representatives and academicians to investigate how the collaborative governance concept supports the sustainability of the Malang Smart City. The initiatives conducted to achieve smart city SDGs include collaborating with the community through information groups, disaster services, emergency services, traffic information, digital start-up communities, library communities, and more. The results show that the Malang Smart City is a strategic factor in achieving SDGs through its facilitation, empowerment, and promotion of collaboration among actors and society. By incorporating the collaborative governance concept into smart city initiatives, policymakers can enhance the effectiveness and sustainability of their efforts toward achieving SDGs.
